‘Skilled in Odisha’ is the new watchword-it has caught on the imagination of the youth in Odisha. Skill development is a mission and not just paperwork. And, the credit for the changing landscape has to go to Sanjay Singh, secretary, skill development & technical education department. Singh helms another onerous assignment – that of the CMD of Odisha Industrial Infrastructure Development Corporation (Idco). But, his commitment and focus on skilling the youth is spot on.
The efforts to scale up skilling initiatives have got massive. And, they are being taken up on a war footing. In November last year, signed an agreement with Singapore’s leading technical institute, ITE Education Services (ITEES) to further its skill development programme. As per the agreement, ITEES will impart skill trainings to State ITI teachers for sustained employability of trained youths.
The Memorandum of Understanding (MoU) was signed between Skill Development and Technical Education Department secretary Sanjay Kumar Singh and Singapore ITEES CEO Bruce Poh in presence of Chief Minister Naveen Patnaik and Odisha Skill Development Authority chairman Subroto Bagchi.
Under the terms of the agreement, 100 ITI teachers from Odisha will receive skills and leadership development training at Singapore. ITES will help enhance capabilities for skill development and vocational training in Odisha.
Moreover, with Singh at the helm, has been at the forefront of industrial land allotment, creating investor ready infrastructure, investment promotions and developing major infrastructure facilities across various sectors in Odisha. “To meet the growing demands for industrial set up, in a unique move IDCO has created a Land Bank of one lakh acres. Further, the infrastructure development of the existing Industrial Estates are undertaken by IDCO regularly and completed in a time bound manner”, says Singh.
Idco allots the land to the project authorities for establishment of industries. Till date 64,021 acres of land inclusive of government and acquired private lands have been allotted to the mega projects. “The traditional land acquisition processes have been observed to be leading to endless litigations which hinder timely availability of land to industries. The Government of Odisha decided to establish “Land Bank” of appropriate extent one lakh acre in industrially potential districts or areas in view of future requirements of land for various industries”, Singh adds.
A 1997 batch of the Odisha cadre, Sanjay Singh is known to be a close confidante of Bihar chief minister Nitish Kumar having served as his personal secretary. Singh served as the district magistrate of Patna and also the managing director of Bihar State Power Transmission Company Ltd. Singh is a post graduate in economics from the prestigious Delhi School of Economics and did his schooling from DPS, RK Puram. His areas of academic specialisation lie in developmental economics and monetary economics. Singh has vast administrative and managerial experience especially in the power sector.
Singh has also been at the forefront for attracting new investments to Odisha. He has been trying unorthodox tricks and thinking out of the box to sell the state as a favoured investment hub. Idco promotes a popular hockey team – Kalinga Lancers and a new jersey has been designed for the players with the logo- ‘New Opportunities’ embossed on it to promote the vibrant business opportunities Odisha can offer. Singh is also one of the directors in the Board of Governors at IIT, Bhubaneswar.
